add preferred (A) glue to the spec

At yesterday's root ops and RSSAC meetings it became clear that
adding all glue A RRs to the additional section before any AAAA RRs
is the recommended way to limit breakage induced by UPD packet size
limitations in the absence of EDNS0. I understand that nsd has been
implemented to do this from the start. We should now add it to the
specification to fix this behavior.
I'm not getting it. To make it clear: There is no bug in NSD - i.e. it is
doing the correct thing, but the documentation isn't up to date?
NSD 1.2.4 and older do not specifically order A and AAAA records in the
additional section. Right now the order of appearance is related to the order
the records appear in the zone file.
NSD 2.0.0 now orders the additional section (first all A records, followed by
all AAAA records).
