While you can issue `./configure --without-ssl`, and it finishes and mostly builds, there's still a significant amount of code that refuses to build without it.

I'm not sure if it's intended to ever build unbound without openssl; if not, being unable to find openssl should probably cause a hard configure abort.

(This is actually for unbound 1.1.1, but that version isn't in bugzilla yet.)

No, it is not meant to work without openssl.
I have made configure fail with a message.
